Concord honors Debra Navey with finance core values award

CITY OF CONCORD
CONCORD — The city of Concord recently recognized employee Debra Navey as the 2026 recipient of the Sid Talbert Finance Core Values Award, an annual honor celebrating excellence within the city's finance department.
The award is named for Sid Talbert, who served as the city's purchasing manager from 2001 to 2017. Each year, the finance team selects a colleague who exemplifies the department's core values of fairness, dedicated service, honesty and trust.
City officials said Navey stood out for her consistent support of coworkers and her commitment to fostering a positive workplace culture.
According to the city, Navey regularly goes beyond her job duties to check in on colleagues, organize morale-boosting activities and highlight the accomplishments of others. Her attentiveness extends to personal interactions as well — coworkers note that she takes the time to remember details shared with her and follows up with genuine care.
Officials described her compassion as a defining trait, emphasizing that her approach to leadership and teamwork reflects integrity and reliability.
By honoring Navey, the city said it continues the legacy of Talbert by recognizing employees who strengthen the organization through both professional excellence and personal character.
